Figure out what you want for weight, figure out the volume that cement would require to make that weight. Build a wooden frame to pour the cement into it, make sure you have a rod to pass though it all so you can attach it to your three point hitch.

They came off like butter; especially when I hooked the top point and simply picked the block up vertically.
Ballast boxes take a bunch of side stress and one notices how beefy the steel is in the fabrication. I think with the proper measuring a nice concrete mold could be made using cast in 3pt hardware.
