Since last posting I've found out that Ford calls the BCM the Smart Junction Box, Multi function module, or the GEM. All the same part number. It was located to the left side behind the radio. I found a used one for , compared to 0 new, and installed it. All the roads seem to be pointing back at a major power loss in the main battery junction box, or the GEM. We can rule out the GEM if the problem persists after that, so I'm leaning towards either one of the MAXI fuses being blown, or the battery saver relay stuck open.

It is #16 in the attached picture. If there is not sticker on it, the only other way to get the 5 digit code is with Fords IDS software. According to the 2010 shop manual, the TPMS receiver is integral to the SJB (Smart Junction Box), which is in the center console.
